So after years to just looking I have been messing around with my home PC to calm down the cooling fans. I finally broke down December 2020 using Christmas gift money to setup an open loop water cooling setup.

Quick note that an Asrock x470 motherboard with 32GB of RAM required the graphics card to be in the first x16 PCIe slot in order to recognize all 32GB of RAM.
